One day a small group of humans was exiled from Earth for long-forgotten crimes. NOW after many generations their search for resources and fuel leads to constant fighting with each other. Their violence has began to spill over to the Protoss.
The Terrans colonized on different planets, each with it's own military. Because men are cheaper then machines they use criminals or thanks to neural resocialization and drug therapy, they can be made just as reliable.
